PCSO Scandal! Lol.
Before you think something erotic or sexually-driven thoughts, this is not about a sex scandal inside the PCSO(the peeps in Blogger might banned me if I post about those things, lol), this is all about the reported transactions and financial scandal inside the Philippine Charity Sweepstakes Office. The PCSO Scandal and the Sins of Margie Juico, according to Manoling Morato
Wonder why sick people can’t go to St. Luke’s hospital to pay off their bills using Philippine Charity and Sweepstakes Office (PCSO) checks? Current PCSO Chairman Margie Juico says the agency is bankrupt. And for how much? Juico says about 2 billion pesos. And she accused former Arroyo appointees of bringing ruin to the agency.
But, like what every PR spun story goes, the one who accuses now turns into an accused. Juico is now in the defensive, thanks to former PCSO chairman Manoling Morato who now accuses Juico of lying and of launching a desperate attack to hide the numerous illicit deals perpetuated by Juico and the new PCSO board.
And who would not believe a Manoling Morato? He once crossed swords with Erap. He knows no sacred cow. He’s rich and owes no one. Poor folks respect Morato. PCSO officials regard him as a decent man who made the agency proud for not using his 25 million PR fund and for bringing in billions of pesos worth of sales to the charitable agency.
Morato is now on a rampage. He wants to be heard. He wants a head-to-head confrontation with Margie Juico, who, he points out, was also part of the so-called Arroyo cabal whom she now heaps blame on the PCSO scandal. Juico was part of the Arroyo appointed PCSO board before she was ousted due to her multi-million “milk feeding” scandal.
Last night, people saw and heard Morato's ramblings against Juico via live streaming. Pinoys throughout the world heard how Juico decided to transfer the PCSO offices to Philippine International Convention Center (PICC) without securing first the approval of the president, of her decision to transfer more than US$ 11 million to UCPB which, under the law is "illegal", of committing nepotism for appointing his son as her chief of staff and of committing graft due to her much ballyhooed multi-million "milk feeding" program.
That scandal, says Morato, prompted former PCSO chair Dr. Mitas Pardo de Tavera to sue Margie Juico before the courts. Why on earth did President Noynoy appointed somebody to head PCSO when that person has numerous graft charges filed against her in court? Is it because Margie and her husband Philip “Popoy” Juico reportedly contributed 5 million pesos to Noynoy’s election kitty?
Morato, himself, was confused. He thought that Aquino is dead serious in his tuwid na daan pronouncements, only to find out that he himself appointed someone to the PCSO whose interests lie diametrically opposed to the poor people.
Juico, says Morato, is trying to divert the issues to shield her from the prying eyes of the public. Morato says that Juico should be held accountable for the illegal transfer of the PCSO offices to the Philippine International Convention Center ( PICC). That transfer, says Morato, caused millions of pesos. It reportedly drained the PCSO’s operating funds, since rent is now being paid to PICC.
When the PCSO was still renting the Quezon Institute grounds, it was paying nothing. There was a 50 year lease agreement with the QI. That agreement allows the PCSO to use the 6.5 hectare property rent-free. Why did Juico decided to hastily transfer the PCSO offices to PICC?
Simple. Morato says Juico wants the QI grounds vacated immediately because the friend of her husband, Alex Lopez, son of newly appointed PNOC chief Mel Lopez, has just bought the 6.5 hectare property.
Quoting Vic Agustin in his Manila Standard Today, Morato made a startling expose:
Morato said even the British Club property is now up for sale for 61,000 pesos per square meter, lower than the commercial value of the property. The PCSO, says Morato, is selling the people’s properties left and right, when the agency is not in need of funds and is not bankrupt.
Prior to his resignation, Morato said the PCSO board prior to Juico, left more than US$11 million in funds deposited at Landbank. When Juico assumed office, she and the PCSO board transferred the money to UCPB, a private bank. Morato says its illegal.

“ The Lopez son plans to build a cluster of high-rise residential condos in the former TB hospital and has already tapped the architectural firm Massive Design for the development of the abandoned facility”.
But, there’s more.“ Information has reached me that Mr. Alex Lopez, a colleague of Mr. Philip (Popoy) Juico, chairman Juico’s husband, during the Philippine Sports Commission days, has a backer in purchasing the property left open for sale by Chairman Margie Juico’s arbitrary pretermination of the PCSO 50 year lease contract with 37 more years to go.
I was also informed that an incumbent PCSO official will receive three condominium units, over and above the promised commission”

PS:Since the new administration ruled our country, we are slowly sinking in the quagmire. All of the good stuff and projects that the past administration have done, the new government wants to destroy it. For what? They want to avenge their so-called misfortunes that the past government has done to them? Gimme a break!
